Seifū Tsuda was born in 1880 in Kyoto, Japan.
Seifū Tsuda studied painting under Chu Asai and then proceeded to France for further art training.
With the founding of Nikakai (art society) Seifū Tsuda became a member and his works were accepted for exhibitions without having to be passed by a judging committee. He left the Nikakai and identified himself with Japanese style of painting.
