Seiho Takeuchi was born on December 20, 1864 in Kyoto, Japan.
As a child, he loved to draw and wanted to become an artist. He was a disciple of Kōno Bairei of the Maruyama-Shijō school of traditional painting. Also attended Kyoto Prefectural Art School.
By order of the government toured Europe inspecting art activities there (1900-1901). He mastered a light and easy painting style and was especially good in portraying animals and vegetables. Caught with excellence the brilliant color and lively motion of fish in the water which was a feat said to have been never before accomplished in the traditionally statical Japanese painting.
His popular works include Usei (The Rain Holds Up) Kawaretaru Saru-to Usagi (The Monkey and the Rabbit Leading Domestic Life), Are-Yudachi-ni (At a Violent Shower) E-ni-naru Saisho (The First Time It I Made Into a Picture) and Kawaguchi (The Mouth of a River), respectively exhibited at the 1st, 2nd, 3rd, 7th and 12th Bunten (Education Ministry's Art Exhibition). Also to be mentioned as his masterpieces are Neko (A Cat), Saba (Mackerels) and Keai (Cockfight), Respectively displayed at the Tankokai Art Society Exhibition, the 6th Teiten and the 1st Art Exhibition sponsored by the Shotoku-Taishi Hosankai (Society to Honor Prince Shotoku).
Served as judge at government-sponsored art exhibitions starting with the first Bunten. Taught at Kyoto Municipal Art and Craft School and Kyoto Municipal Art College. Among his disciples are Suisho Nishiyama, Kansetsu Hashimoto, Bakusen Tsuchida and Shiho Sakakibara.
