Seika Tatsumi was born on February 12, 1905 in Iwate, Japan.
Studied at the Tokyo Foreign Language College.
In 1923, contributed fairy tales and fairy songs to the magazine Akai Tori (Red Bird) and was recognized by Hakushu Kitahara with his story Nozeri (Wild Parsley). Entered the Ars Publishing Company (1929) and compiled the "Japanese Children's Library, and issued the magazine of fairy songs Chichinoki with Jun-ichi Yoda. He was cited by the Japanese Cultural Association for his work, "Gods of Spring" (1941).
