Seiroku Tsutsumi was born in 1880 in Niigata Prefecture, Japan.
In 1898, Seiroku graduated from Niigata Commercial School.
After graduating from Niigata Commercial School, Tsutsumi Seiroku entered business, and following the Russo-Japanese War (1904-1905) when Japan secured fishing rights in waters off Siberia, he established a big fishery and canning factory at Kamchatka and along the Sakhalin coast. He also owned a store at Petropavlovsk.
Later Tsutsumi founded Nichiro Gyogyo Kaisha (Nichiro Fishery Company). He entered politics late in life and was twice a member of the Diet.
Seiroku Tsutsum was a deliberate and hard-working industrialist.
