Sen-an Kasuga was born in Kyoto. He was the son of Chukyo.
Sen-an Kasuga he studied the doctrines of Chutzu and Wang Yang Ming under Johei Suzuki and went into the service of Michiaki Koga and his son Tatemichi.
Sen-an Kasuga was later called to the Imperial Court and asked to assist Emperor Kōmei. A few years later he was imprisoned by the Shogunate, and after his release he lived as a recluse at Urin-in Temple, Kyoto, till he was appointed Governor of Nara after the Meiji Restoration (1868). Among his works are Sen-an Iko (Collection of his essays) and Dokuishō (Memorandum on Confucianism).
