Sennosuke Yokota was born on September 17, 1870 in Tochigi, Japan.
Sennosuke Yokota belonged to a rich family that went bankrupt, and as a result he became an apprentice in a shop and had to undergo many hardships in his youth. He entered Tokyo Hogaku-in (law school) and graduated it.
Afet graduation worked in Toru Hoshi law office. Entering politics (1909), was elected to Diet on Seiyukai Party ticket and became an m!influential figure in political circles. He was chief of Legislative Bureau in Hara Cabmet (1918). Was one of Japan's delegates to Washington Conference (1921), and then Minister of Justice (1924).
