Studied at Military Medical Academy and Medical Faculty, Kiev University.
1912-1914 living in Krakow and Poronino, where he met Lenin and carried out Party tasks for him. 1914-1917 lived in Switzerland. From February 1917 chairman, All-Swiss Committee for Repatriation of Russian Political Emigres.
Took active part in organizing Lenin's return to Russia. 1918 worked for Council of Doctors' Panels and Medical Collegium, Russian Soviet Federative Socialist Republic People's Commissariat of Internal Affairs. 15-18 June 1918 presented paper Ob osnovnykh printsipakh stroitel’stva mestnykli sovetskikh vrachebnosanitarnykh organizatsiy (Basic Principles for Setting Up Local Soviet Medical and Public Health Organizations) at 1st All-Russian Congress of Medical and Public Health Department of Soviet of Workers and Soldiers’ Deputy.
Fall 1918-1937 Russian Red Cross Social representative with International Red Cross Committee, Switzerland. Soviet representative at numerous international Red Cross conferences. From 1937 consultant on for relations, Executive Committee, Union of Red Cross and Red Crescent Social, Moscow.
In his latter years worked at Military Medical Museum. 1950-1955 senior sci ed, medical section, Bol’shaya sovetskaya entsiklopediya (Large Soviet Encyclopedia). Wrote various publications on work of Soviet Red Cross during Civil War and period of Allied intervention.
