Education
In 1982, he studied at the Kamenets-Podolsk Higher Military Engineering Command School on a specialty "The engineer for the mechanical exploitation of engineering arming". In 1978-85, he served in the Armed Forces of the USSR.
Career
Since 1986, he has been an engineer-technologist, the Department Head, the Executive Director in State and Commercial industrial and operational organizations. Since 1998, he has been Deputy Head of the Office, then Deputy Head of the Department of Russian State Tax Service.
Since 2000, he has been Deputy General Director of the Main Research Computing Center of the Russian Federation Ministry of Taxation. Sergey was the first Deputy General Director of FSUE "Goszemkadastrsjemka" – VISKHAGI in 2004. In 2005, he was Technical Director of OOO «Technocad». On 1 March 2006, he was appointed Deputy General Director of FSUE “FСС “Zemlya”.
