Setsurei Miyake was born in 1860 in Kanazawa, Ishikawa, Japan.
He graduated from Tokyo University in 1883.
Setsurei Miyake became the editor of magazine Nilionjin (The Japanese) advocating Japanism. Following year joined the newspaper Nihon (Japan) and later became its director. Renamed Nihonjin as Nihon Oyobi Nihonjin (Japan and the Japanese) which was dissatisfied with excessive westernization and advocated nationalism. He often criticized the Meiji Government, particularly the Satsuma (Kagoshima) and Choshfl (Yamaguchi) cliques. Hence the magazine was often banned. His disciples included Konan Naito, Nyozekan Hasegawa, and Shuichi Noyori.
He founded "Seikosha" (Political and Education Society) along with Jugo Sugiura and Shigetaka Shiga in 1888.
