Entered Education Ministry and served successively as head of Physical Education Bureau, National Education Bureau and Social Education Bureau of above ministry.
Devoted his services to rebuilding of social education in postwar years by working for extension of community center system and enactment and promulgation of Social Education Law, and thereafter was appointed president of Tokyo University of Education (1949).
