Shigemasa became an industrial engineer after his graduation. Then he worked his way up and in 1931 became chief of Kochika (Farm Land Section) of Home Affairs Department of Gigu Prefectural Government. Later Shigemasa was appointed an engineer of Agriculture and Forestry Ministry in 1938.
During his career period he's held the posts of director of Okayama Nochi Jimusho (Okoyama Farm Land Office, chairman of Chugoku Chiho Renraku Kyogikai (Chugoku District Liaison Council) and vice-chairman of Zenkoku Doboku Gijutsusha Remmei (National Civil Engineers' League) .
