Shigeru Osugi was born in 1885 in Shizuoka, Japan.

He graduated from Tokyo University in 1909.
He was appointed professor of Morioka Higher Agricultural School in 1911 and thereafter served successively as professor of Kyoto University and as president of Okayama Agricultural College before being appointed to present post as president of Shizu, oka University. He went to U.S. for study in 1917. He received degree of Doctor of Agriculture in 1920. He was made official tours of Europe and America in 1933.
After the war he was elected member of Japan Science Council.
