Ho Shih-chen studied law at the Comparative Law School of China, Shanghai, from which he graduated with Bachelor of Law degree with honors in 1921. He went to the United States in the same year and entered the University of Michigan, where he received his Juris Doctor degree.
He served for a time as professor of law at the Comparative Law School of China, from 1923-1926. In 1923, he was elected Chinese delegate to the International Bar Association in Manila and since that time Mr. Ho was treasurer of that Association delegate to the First National Convention of the Guomindang (Koumintang) in 1923. The same year Ho Shih-chen was appointed dean of Shanghai University. Mr. Ho was admitted to the Bar and become a legal practitioner at Shanghai from 1924 to 1927. He was elected member of the Central Executive Committee of Guomindang (Koumintang) at the National Convention of Guomindang (Koumintang) in 1927.
Mr. Ho became the member of the Anhui (Anhwei) Provincial Government and concurrently Commissioner of Education for Anhui (Anhwei) in 1928. In 1929 Ho Shih-chen resumed his office as the president of Shanghai Provisional Court. Mr. Ho was appointed Political vice-Minister of Justice in 1932, but did not accept the appointment.
