Chu Shih-chu graduated from Aurora University (l'Universite l'Aurore), Shanghai. He obtained Licencie (Master of Arts), la Faculte de Droit, Paris.
Mr. Chu returned from Paris in 1914 and was an editor, "La Politique de Pekin". He was a professor of Political Science, National Peking University and concurrently lecturer on International Law, the Peking University of Law and Political Science and was appointed Secretary to the Chinese Commission at Vladivostok in 1919.
Chu Shih-chuan was a Secretary to the Chinese Delegation at the Washington Conference in 1920 and Secretary to the Chinese Delegation, International Aeronautic Convention, Paris in 1932. He also was a technical advisor at the International Opium Conference, Geneva. Later he served as a Secretary to the Chinese Legation, Paris, in 1921-1924.
He was appointed special delegate, Commission on Retrocession of Weihai (Weihaiwei) in 1930. In 1925 Mr. Chu held the office of a Secretary of Ministry of Foreign Affairs, Beijing (Peking). Chu Shih-chuen was an acting director of the Department of European and American Affairs, Ministry of Foreign Affairs, Nanjing (Nanking) in 1928. From 1928 to 1934 he took up the office of a Chief of Section and Assistant Director, Department of European and American Affairs, Ministry of Foreign Affairs. Mr. Chu was appointed First Secretary of Chinese Legation in Cuba acting as Minister and concurrently Consul-General in Havana in 1934.
