Kiang H. P. studied at Tzu-Chiang Fang-yen School, Tung-Wen Shu-Yuan, Second High School, Sendai, Japan. He graduated in economics from the Law College of the Tokyo Imperial University (now University of Tokyo).
Mr. Keng was a chief of the 2nd section of the Administrative Department at the Ministry of Foreign Affairs of National Government. Later he served as an assistant director of the same Department. Keng H. P. acted as a chief of the 2nd section of the Asiatic Affairs Department and later acting Director of the Department. Mr. Keng was the First councilor of the Chinese Legation, Japan.
Besides being a diplomat, Keng H. P. was extremely interested in literature and devoted all his free time to its study.
