Shijo Takafusa was born in 1876 in Kyoto, Japan. He was adopted by Takahira Shijo.
Shijo became an official of the Agriculture and Commerce Ministry and Agriculture and Commerce Vice-Minister in 1924. Later when the ministry split into the Agriculture and Forestry Ministry and the Commerce and Industry Ministry, he was appointed Commerce and Industry Vice-Minister, in which post he remained for five years.
Upon advice of Korekiyo Takahashi,Shijo switched to a business career and became a director of the Yasuda Hozensha and president of the Yasuda Life Insurance Company. He also headed the Tokyo Fire Insurance, Teikoku Hemp Manufacturing and other companies.
Shijo Takafusa was nominated a member of the House of Peers. He belonged to the Koseikai group of Upper House members.
