Shimada studied at the Shoheiko (Shogunate college) and became its assistant instructor.
Early in the Meiji Era, Shimada supervised the school of the Murakami Clan in Echigo Province (Niigata Prefecture) and opened a private school in Shitaya, Tokyo. Later he was appointed an instructor at the Tokyo Higher Normal School and an official of the History Compilation Bureau of the government. In 1881 Shimada was appointed professor at Tokyo University and elected a member of the Tokyo Academy. An avid reader, he economized on food and clothes and amassed 20000 books.
Shimada was favored by Toin Shionoya and married his granddaughter.
