Shinji Tsuji graduated from Bansho Torishirabedokoro (Shagun’s school of foreign languages). He studied at the clan school Sukyokan and learned Western studies at Bansho Shirabesho (Institute for the Study of Barbarian Books) in Edo (now Tokyo).
IN 1866 he was appointed professor at Kaiaeiko (predecessor of Tokyo University). After the Meiji Restoration (1868) was appointed director of Daigaku Nanko. After that was vice-minister of Education (1886), member of House of Peers.
He also became the first president of Dai Nihon Kyoiku-kai in 1883 and served as the president of the Imperial Educational Association in 1898 and was instrumental in the promotion of educational system reform and the implementation of state subsidy to the compulsory education. He was selected as a member of the House of Peers by Imperial commandin 1896.
Was created Baron (1908). After leaving government service took to business and was president of Ninju Life Insurance Company.
