Shinkichi Uesugi was born on August 18, 1878 in Fukue, Nagasaki, Japan.
Upon graduating from Tokyo University (1903) became assistant professor at his alma mater and later, as successor of Yatsuka Hozumi, held the chair of constitution council (from 1910).
Founded Tokakai (Paulownia Society) to mold national spirit. Among his works are Hi kaku Kakkoku Kempo-ron (Comparison Between Constitutions of Various Countries), Teikoku Kempo (The Imperial Constitution) and Gikai Seito-oyobi Seifu (The Parliament, Political Parties and the Government).
