Shigejiro Tabata was born on March 22, 1911 in Maizuru, Kyoto, Japan.
He graduated from Kyoto University in 1934.
He was appointed assistant professor then professor (1945) at his alma mater. He was interested in the peace movement. He was director of International Jurist Society and councilor to Kyoto Law Society. Among his works are "Convention of Ideology to Equal Rights of the Nation", "Thoughts of the World Government" and "Human Rights and International Law".
