Shintaro Kawakami studied at Tokyo University.
After graduating from Tokyo University, Shintaro Kawakami taught at the Tokyo Trade School for five years (1884-1889) and then resigned to proceed to America for a study of the machinery industry. Returning home (1891) was appointed engineer in Public Works Division and placed in charge of water supply, in which capacity he improved the drainage system of Yodobashi and installed the first direct water pumps in the city. Later supervised water works of Osaka, Niigata, Kobe, Saga and Yokosuka cities. At Gifu Prefecture Shintaro Kawakami set up the first system for the draining of rice fields in this country (1913).
