Later he conspired with other Loyalists and setting forth under the false names of Seinosuke Ishikawa and Hikotaro Oyama began planting seeds to overthrow the Shogunate in Keihan (around Kyoto and Osaka) area. Realizing that more strength was needed for his plans he tried to win over the Satsuma and Choshu clans and also made contact with Sanetomi Sanj who was in exile in Dazaifu (Kyushu) and Tomomi Iwakura in Kyoto and began subversive plans to achieve his end. The plan was nipped in the bud when he and Ryoma Sakamoto were assassinated while staying m a hotel in Kyoto.
