Shintaro Takahashi served as administrative official of Takumusho (Overseas Affairs Ministry), chief of various sections of Nanyocho (South Seas Agency), Shokusankyoku (Industrial Production Bureau) of Overseas Affairs Ministry and Overseas Affairs Minister's Secretariat, counselor of Naikaku Sogd Keikakukyoku (Cabinet General Planning Bureau), Tohoku Sokanfu (Tohoku District Inspector General's Office) and Foreign Ministry, vice-governor of Miyagi Prefecture and vice-president of Nihon Kinkai Hogei Kaisha (Japan Coastal Whaling Company).
He was elected to House of Councilors (1950).
