Shiro Todo was born in 1858 in Japan. He was the son of a retainer of Hikone Clan (Shiga Prefecture).

Shiro Todo was born in 1858 in Japan. He was the son of a retainer of Hikone Clan (Shiga Prefecture).
He graduated from Tokyo School of Foreign Languages with a degree in Russian.
After graduating from Tokyo School of Foreign Languages with a degree in Russian remained behind to teach there. Later was sent to Vladivostok in an official capacity and upon return was appointed teacher of Russian at Military Staff Officers College. Later was appointed consul at Odessa by Foreign Ministry. Returning home rejoined his alma mater. During the Russo-Japanese War (1904-1905) served as an interpreter. Wrote several military text-books in Russian and also compiled a Russo-Japanese dictionary.
