He became communications engineer at Government-General of Korea in 1930. Appointed aviation officer in 1933 and served as chief of airfields in Ulsan and Taegu, Korea, and Osaka and director of Osaka Aeronautical Experimental Station and, after successive promotions, was appointed Director-General of Koku Hoancho (National Air Security Board) in 1949 and Director-General of Kokucho (Civil Aeronautics Agency) in 1950 and thereafter assumed the above- captioned post.
