Shu-jen Chin

Chin Shu-jen was a licentiate of literary examination under the Manchu Regime. He graduated from the Gansu Provincial College.
Career
Chin Shu-jen served as a secretary of Military Affairs Department of Xinjiang. He was a magistrate of Ou-Ke-sou District, Xinjiang. Later Mr. Chin took up the post of a Commissioner of Civil Affairs of Xinjiang Provincial Government. Mr. Chin acted as a Chairman of Xinjiang Provincial Government from 1928 to 1933. Owing to the Mohammedan Uprising in Xinjiang, he resigned from his post and came to Nanjing in 1933.
Shortly after his arrival, Mr. Chin was placed under arrest by the Government authorities, charged with maladministration of Xinjiang and the illegal conclusion of a commercial treaty with Russia. He was tried at the Nanjing District Court on the charges against him and was sentenced to imprisonment of three and a half years in 1934. On October 10, 1935, Chin Shu-jen was specially pardoned by the National Government.
