Shunkitei Ryu-o was born in Куobashi, Edo (now Tokyo) in 1829.
He was a disciple of Rikan Takikawa and then Ryukyo II.
Shunkitei Ryu-o became Ryukyo III (1852). He, Encho and Bunji became the three leading storytellers (1875) and assuming the name of Ryu-o. His disciples included Rikan II.
