Shunsaku Kawahara entered the service of Ministry of Education, during wich he was Chief of Social Education (1934), then vice-minister of education, president of Tokyo Educational University and then vice-minister again (1945). Upon his retirement Shunsaku Kawahara was appointed chairman of Japan Education Society and assumed the post of President of Ozuma Gakuen College (1951).
