After attending Daigaku Nanko (predecessor of Tokyo Limversity) proceeded to America to study engineering from 1870 till 1876.
Entered the service of Railway Board and rendered distinguished services in planning and constructing of rail lines all over the country in 1883. Eventually became director of Railway Board in 1893. Was Japan's delegate to International Railway Conference held in Paris in 1900.
Joji Matsumoto, a lawyer, was his eldest son.
