On September 18, 2013 he was named by Governor Martin O"Malley as a state Senator following the retirement of East. J. Pipkin. On September 18, 2013 he was appointed by Governor Martin O"Malley as the replacement for retiring Senator East. J. Pipkin following a contested appointment process that deadlocked between Hershey and Delegate Michael Smiegel.
