Steven Hackbarth was born on July 7, 1945 in St. Cloud, Minnesota, United States, in the family of Randall Clifford Hackbarth and Viola Maxine Geisinger.
Steven received Bachelor of Arts in Psychology at California State University in 1967. Then he got there Master of Arts in Psychology and Doctor of Philosophy. In 1984 he earned Master of Science in instructional technology at University Southern California, and after that he became Master of Arts in special and elementary education at New York University in 1995.
Steven has served as youth softball coach, tennis coach, scout leader, and political campaign worker. Since 1994 he works as a computer specialist teacher in New York City Board of Education, Primary Schools 6 and 116 in Manhattan. In 1977 - 1991 he was a director of office of student services and adjunct faculty member in department of policy, planning, and administration in the University of Southern California. Moreover, he is a consultant to UNICEF since 1992.

On September 11, 1965 Steven married Joyce Marie Brown, but they divorced in 1982. After that he married a UNICEF staff member Teresa Fatima Palacios, with whom he has two children: Grace Maria Hackbarth and Andrew Joseph Hackbarth. He also has a daughter Valerie Lynn Hall from his first marriage.
