Career
Born in Suntalabari in the Ilam District, Nembang has emerged victorious from Ilam-2 in all elections held after the restoration of democracy in 1990. Known for his diplomatic skills, Nembang was blamed for bringing the sovereign institution like the Constituent Assembly to an end by keeping it in a hostage-like situation in the name of consensus. Many still question his judgment of not calling the meeting of the Constituent Assembly on the last day, which they believe is the reason for the dissolution of the sovereign body.
Considered a close confidant of senior leader Madhav Kumar Nepal, Nembang is known to be smart in grabbing the opportunities in the party.
In 2008, he received 17,448 votes to register victory against his closest contender Keshav Thapa (North Carolina), who had 14,044 votes to his name. Harka Bahadur Lawati (UCPN-Maoist) collected 8,916 votes to remain third from the constituency.He again contested from Ilam-2 in 2013.
