After studying he served as a Metropolitan police inspector in Tokyo (1873). When the Government was divided in opinion on the Korean expedition issue, he went bach to Kagoshima and followed Takamori Saigo, who was for attacking Korea and who revolted in 1877. He was wounded in the civil war, captured and imprisoned. Released in 1880, he joined the Kyushu Progressive Party and elected a member of the Kagoshima Prefecturai Assembly. After the Diet was established, he was elected in every election and became a leader of the Seiyukai Party. Became Speaker of the Lower House (1908),then Minister of Education in the second Saionji Cabinet.
