Chuan Sung-fu joined the Tung Ming Hui to undertake the work of revolutionary propaganda in 1908. After the overthrow of the Manchu regime and establishment of the Republic, he was appointed finance commissioner of the Military Government of Zhejiang (Chekiang) in 1911. Later Mr. Chuan was made salt commissioner of the same province, elected member of the Zhejiang (Chekiang) Provincial Assembly and concurrently chairman of the Fenghua (Fenghwa) district assembly in 1922.
After the capture of Zhejiang (Chekiang) by the Nationalist Revolutionary Forces in 1927 Mr. Chuan was appointed member of the Zhejiang (Chekiang) Provincial Assembly and concurrently chairman of the Fenghua (Fenghwa) district assembly, 1922. Concurrently he was member of the Zhejiang (Chekiang) Division of the Central Political Council, member of the Legislative Yuan and member of the Yellow River Conservancy Board from 1922 to 1930. Chuan Sung-fu served as a vice-Chairman of the Hwai River Conservancy Commission since 1931.
His education was extensive and thorough especially in agriculture. Mr. Chuan was an author of several books.
