The development of European welfare states in the first half of this century has often been seen as a response to the rise of class politics. This study of social policies in Britain and France between 1914 and 1945 contests this interpretation. It argues, by contrast, that early policymakers and social reformers were responding equally to a perceived crisis of family relations and gender roles. The institutions they developed continue to structure the welfare state as it exists today. This book is innovative in the range and scope of its research, its comparative focus, and its argument, which poses a challenge to older class-based interpretations of the development of the welfare state. It will be of interest to scholars of European history and politics, as well as to those interested in social policy and women's studies.

Pedersen, Susan Gay was born on August 31, 1959 in Tokyo. Daughter of Eric Victor and Miriam Elvera (Vikman) Pedersen.
Bachelor in Social Studies, Harvard University, 1982; Master of Arts in History, Harvard University, 1983; Doctor of Philosophy in History, Harvard University, 1989.
Pedersen focuses on 19th and 20th century British history, women"s history, settler colonialism, and the history of international institutions. Born a Canadian citizen and raised in Japan, she received her Bachelor of Arts (1982) from Radcliffe College and both her Master of Arts (1983) and Doctor of Philosophy (1989) from Harvard University, where she was also a professor and served as the university"s Dean of Undergraduate Education. Pedersen joined the Columbia faculty in 2003.
She also recently completed a book on the mandate system of the League of Nations.
In 2005 she was awarded a Guggenheim Fellowship to assist with research on this project Susan Pedersen was Bosch Fellow in Public Policy at the American Academy in Berlin, for Spring 2009.
