Tadatoshi Kashiwagi was born in Nirayama (Shizuoka Prefecture).
Tadatoshi Kashiwagi was appointed secretary to the local government office (1837) and accompanied Tan-an on his inspection tour around Tokyo Bay and the Izu Islands (1846). Under orders from Tan-an he studied shipbuilding, gunnery and photography at Nagasaki (1854). After the death of Tan-an he tried to organize a farmer-soldier system but failed due to stiff opposition, after which he retired from public life and devoted himself to developing industry at his home town.
