He had his higher legal education in England & Faculty of Law, Aligarh Muslim University and has over fifty years of academic experience. He has served as the Dean of the Faculty of Law, Delhi University. He served as the chairman of the National Commission for Minorities.
A specialist in Islamic law, Middle East legal systems and church-state relations, he has authored twenty books besides editing a large number of anthologies and new editions of some classic works.
He had launched two prestigious journals in 1981 and 1992 respectively - Islamic and Comparative Law Quarterly and Religion and Law Review. His thematic autobiography -- "Amid Gods and Lords: Living through Labyrinths of Religion and Law" has been published in a second edition in 2015.
