Mahmoud, Taisir Subhi was born on August 8, 1958 in Amman, Jordan. Son of Subhi Ali and Amneh Yousef Yamine.


Bachelor of Science in Physics, University Jordan, Amman, 1981. High diploma in special education, University Jordan, Amman, 1984. Master of Arts in Special Education with distinction, University Jordan, Amman, 1988.

Doctor of Philosophy in Gifted Education, University Lancaster, England, 1994.
