After graduating from Tokyo University, Takeo Kosaka entered the service of Furukawa Mining Industry Company to eventually join his father's newspaper office as managing director in 1924. In 1942, he became a president of the company. In the same year was a delegate to World Power politics and was elected to the House of Representatives. Takeo Kosaka was purged at the end of World War II and depurged in 1953. He resumed his post as president of Shinano Mainichi Shimbun.
His elder brother, Junzo Kozaka, is president of Shinetsu Chemical Industries, while Zentaro Kosaka, ex-Minister of Labor, is his nephew.
