He graduated from Law Department of Tokyo University in 1931.
Takezo Shimoda became a diplomatic student secretary of Ministry of Foreign Affairs. He assigned to France (1934). He appointe Third Secretary to the Japanese Embassy at Nanking (1940) and concurrently Consul at Shanghai; secretary to the Japanese Embassy in Soviet Union (1943).
He returned to Japan, and appointed chief of First Section of Treaty Bureau (1945); chief of Treaty Section of Treaty Bureau (1946); chief of Account Section (1946).
He was appointed director of Overseas Office at The Hague (1950), director of Treaty Bureau of Ministry of Foreign Affairs (1952) and Minister to U.S.A. (1957).
