After graduating from Meiji University in 1930 continued his studies at Harvard University.
He was elected to the Diet on a Liberal ticket five times. Appointed parliamentary foreign vice-minister in 1957. Due to his command of English, knowledge of American affairs and affable and balanced personality he has acted in the capacity of a Japanese “Colonel House” for high government representatives traveling abroad. Accompanied Prime Minister Kishi to Washington in June 1957 and to Southeast Asia in November 1957.
