Takuo Godō was born on September 23, 1877 in Ishikawa Prefecture (Tokyo, Japan).
In 1901, Godō Takuo graduated from Tokyo University with a degree in naval engineering.
After graduating from Tokyo University, he was appointed naval ordnance engineer of the middle-class. After successive rises in ranks, in 1926 he ultimately became naval ordnance vice-admiral. Godō Takuo rendered considerable service while successively holding various posts in field of naval ordnance techniques. Upon being placed on reserve list assumed post as director of Shdwa Steel Works (Manchuria) in 1929.
In 1937, he served as director and councilor of South Manchurian Railway and thereafter became Commerce and Industry Minister and Railway Minister of Hayashi Cabinet. Later he became Imperial nominee to House of Peers. Following the outbreak of Sino-Japanese Incident Godō Takuo was sent to Germany as people's envoy.
In 1939, he was appointed Agriculture and Forestry Minister and Commerce and Industry Minister of Abe Cabinet.
