Teiko Ishii studied painting under his father. He proceeded to Yokohama to learn French.
Teiko Ishii entered the Ministry of Finance (1870) and remained there in various capacities till he retired (1895). As a painter he was connected with Nihon Bijutsu Kyokai and Meiji Bijutsu Ko. His subjects were mostly historical, such as Daigo-no-Hanami and Sliigemori Kangen.
