Soon after his elder brother, Emperor Richu ascended the Throne, he distinguished himself in suppressing a revolt by Prince Sumiyoshi-no-Naka. After the death of his brother, he acceded to the Throne and moved the capital to Kawachi Province (Osaka Prefecture). He was the emperor to succeed a brother on the Throne. He reigned for four years and one month.
