Fushimi Tenno was born in 1265. He was the son of emperor Gofukakusa.
Fushimi Tenno ascended the Throne in 1288. In 1298, he abdicated in favor of Emperor Gofushimi but retained political power as ex-emperor. Became a priest in 1313. Was a waka poet and calligrapher. The anthology Gyokuyo-wakashu was compiled at his order.
