Terutake Okochi was born in 1854. He was the son of a lord of the Takasaki Clan in Kozuke Province (Gumma Prefecture).

He graduated from Keio Gijuku (predecessor of Keio University).
Terutake Okochi became teacher (Keio Gijuku) and was appointed director of the Hiroshima Normal School (1886). He made an inspection tour of the United States (1895). Was connected with the Japan Sugar Refining, Toyo Printing and Keihin Heavy Electric Railway companies. Terutake Okochi was elected to the House of Representatives and became president of the Kabukiza Theater (1907). Under his presidency, the Kabukiza Theater executive personnel and actors were reshuffled and it became an important theater of the Kabuki drama.
