Moeller was born on April 3, 1913 in North Bend, Oregon, United States; the son of Edward and Kate (Wickham) Moeller.
Moeller received a Bachelor of Science degree from Oregon State College in 1934. Four years later he earned his Doctor of Philosophy degree from the University of Wisconsin.
Moeller began his career as an instructor at Michigan State College in 1938. Two years later he worked at the University of Illinois, where he became an internationally recognized authority on the chemistry of the rare-earth elements, and published 94 research papers and books in this area alone. Also Therald served as a professor of inorganic chemistry at the University of Illinois from 1953 to 1969.
In 1969, he was appointed a chairman of the Department of Chemistry at Arizona State University, where he worked until 1975. In addition, in 1969, Moeller became a professor of chemistry at that university. In 1983 he became a professor emeritus at Arizona State University. He was a co-founder, along with University of Illinois Professor John Bailar, of the American Chemical Society Division of Inorganic Chemistry in 1959.

On May 17, 1935 Therald Moeller married Ellyn Clara (Elizabeth) Stephenson. They have three children.
