He was born in 1862 in England, was brought to the U.S. in boyhood. His parents settled first in Illinois, but a short time later moved to Colorado Springs.

Mr. Barber received his education in Colorado Springs.
He opened an architectural office. After practicing alone for a time, he was joined in partnership by his younger brother, William, and during their association the Barbers were commissioned to design several public buildings in the state. Among their works in Denver was the University Memorial Chapel, built about 1910. In a later period Mr. Barber planned a number of school buildings at Greeley and Boulder, and at intervals collaborated with other architects on public projects.
Leaving Colorado in the late 1920's, he established a home in Los Angeles.
