The purpose of American Penology is to provide a story of punishment's past, present, and likely future. The story begins in the 1600s, in the setting of colonial America, and ends in the present. As the story evolves through various historical and contemporary settings, America's efforts to understand and control crime unfold. The context, ideas, practices, and consequences of various reforms in the ways crime is punished are described and examined. Though the book's broader scope and purpose can be distinguished from prior efforts, it necessarily incorporates many contributions from this rich literature. While this enlarged second edition incorporates select descriptions and contingencies in relation to particular eras and punishment ideas and practices, it does not limit itself to individual "histories" of these eras. Instead, it uses history to frame and help explain particular punishment ideas and practices in relation to the period and context from which they evolved.

Thomas Blomberg was born on July 10, 1944, in Madison, Wisconsin, United States. He is the son of Gunnar N. and Dollie (Parr-Fernandes) Blomberg.
Blomberg graduated from the University of California, Berkeley, receiving a Bachelor of Arts (1969), a Master of Criminology (1970), and a Doctor of Criminology (1974).
Thomas G. Blomberg started his career at the School of Criminology at the University of California as a teaching associate from 1972 to 1973.
In 1973 he became an assistant professor of Criminology at the Florida State College of Criminology and Criminal Justice. He held there a number of positions: associate professor of Criminology (1978 -1985), professor of Criminology (1985-2001), associate Dean of Criminology (1988-1989 and 1999-2003), acting Dean of Criminology (2003-2004). Since 2001 he is a Sheldon L. Messinger Professor of Criminology, and the Dean of Criminology at the Florida State College of Criminology and Criminal Justice since 2004.
In Fall 2003, he was invited to the post of professor at Lille University, Lille, France.
Since 2004 Blomberg is an Executive Director at the Center for Criminology and Public Policy Research.
From 2007 to 2013 he was an editor of Criminology & Public Policy.
He has been the principal investigator for numerous grant-funded research initiatives, including the Juvenile Justice Educational Enhancement Program, The Juvenile Justice No Child Left Behind Collaboration Project, and the Domestic Violence Homicide Prevention Program in Palm Beach County.
Blumberg's works include Punishment and Social Control: Essays in Honor of Sheldon L. Messinger (1995), American Penology: A History of Control (2000), Crime Control Policy: Oxford Bibliographies Online Research Guide (2010), Advancing Criminology and Criminal Justice Policy (2016).

2000Blomberg's research is focused on identifying ways to more effectively link research knowledge to public policy. This includes examining the relationship between educational achievement among incarcerated youthful offenders and successful community reintegration. The research has shown that those youth who experience disproportionate increases in academic achievement are more likely to return to school following their release and if they remain in school, their likelihood of re-arrest drops significantly.
His current research is concerned with elderly financial fraud that is centered upon a national survey of citizens aged 65 or over concerning their fraud-related victimization experiences. The survey findings will be employed to develop evidence-based prevention policies.
Blomberg is a member of the American Society of Criminology, American Sociological Association, and Society for the Study of Social Problems.
Thomas married Jcanine Humphers in August 1961. The couple has a son, Thomas G., Jr.
