Wells received a Bachelor of Surgery from Miami University of Ohio in 1967. After leaving the military, Wells returned to school, earning a Juris Doctor from Emory University Law School in 1973, and an Master of Laws in Taxation from New York University Law School in 1978. Wells was appointed by President Ronald Reagan as Judge, United States Tax Court, on October 13, 1986, for a term ending October 12, 2001. He was reappointed by President George West. Bush on October 10, 2001, for a term ending October 9, 2016.
